Definition
The SVHV is the Verordnung über das Haushaltswesen in der Sozialversicherung, the German Ordinance on Budgeting in Social Insurance. It governs how social insurance institutions draw up and manage their budgets. For public contracts, Section 22(2) SVHV adopts the federal value limit: services up to an estimated contract value of 50,000 euros excluding VAT may be procured without a procurement procedure in line with Section 55 BHO, and the contracting authority should rotate between the companies it commissions.
